I have a serious virus/trojan problem, anyone pls?

and i've tried almost everything i even deleted all the partitions on my hard drive and created new partitions instead and installed a new windows copy! taking in consideration that i tried installing some tools or antivirus softwares but this "trojan" i think is blocking them of being installed or blocking them from working!!! any one pls?
