Questions: Perl Script. PHP.

I'm trying to get a Perl script to run correctly. I have an email list signup form on my site, and want the info submitted to go into a database.

I haven't seen any mention of Perl on codemiles.com. Is Perl the best option for this?

My pages are html. Not PHP. Would it be better to have them in PHP?
